D. Paul Moberg, PhD
Deputy Director

D. Paul Moberg Paul Moberg is the Deputy Director of the Wisconsin Public Health and Health Policy Institute and a Senior Scientist in the Department of Population Health Sciences. Dr. Moberg has been involved in applied research and evaluation since 1973, when he began working as Evaluation Coordinator for DePaul Hospital in Milwaukee. Subsequently, he has worked in applied research and program evaluation for the State of Wisconsin, the University of Wisconsin--Madison, and as an independent consultant. Dr. Moberg received his M.A. degree from Marquette University, and a Ph.D. in sociology (with a minor in evaluation research) from the University of Wisconsin-Madison. He was the Associate Director and then Director of the UW Center for Health Policy and Program Evaluation from 1986 through 2004, when CHPPE merged with the Institute. His work has emphasized adolescent health promotion and substance abuse prevention; intervention and treatment outcomes for behavioral health problems; evaluation research methods; and services research in health and human service organizations.

His current research includes a grant from the Centers for Disease Control and Prevention on "Fetal Alcohol Syndrome Prevention;" co-PI responsibility for the statewide evaluation of programs funded by the Wisconsin Division of Public Health's Tobacco Prevention and Control Program; and a grant from the National Institute on Drug Abuse entitled "A Randomized Trial of Families and Schools Together (FAST)." In addition, Dr. Moberg is the Principal Investigator responsible for program evaluation projects in the areas of HIV/AIDS education (funded by the Division of Public Instruction); maternal and child health (funded through the Great Lakes Inter-Tribal Council); and alcohol/drug abuse treatment in correctional settings (funded by the Department of Corrections and the U.S. Dept. of Justice). Other recent past research projects include a grant from NIDA to assess the effectiveness of a school-based computer-aided health education program (called BARN); several projects related to geriatric health services; and grants from the Robert Wood Johnson Foundation to evaluate high school programs targeting students in recovery from substance abuse. Dr. Moberg has also been involved in the development of screening tools for adolescent substance abuse (available at www.pophealth.wisc.edu/chppe/adis).
